Following the withdrawal of the motion moved by the Deputy Minority Leader of the main opposition Sierra Leone People’s Party, Hon. Ansumana J. Kaikai, the Right Hon. Speaker of the Parliament of Sierra Leone, on Thursday 28th September 2017, having listened to both sides of the political divide, has used his intuitive wisdom to “suspend proceedings on Statutory Instrument No. 115 of 2017 until further notice”.


Speaker of Parliament, Hon Sheku B.B. Dumbuya,  inter alia said that “Hon. Paran Tarawally’s withdrawal of motion on the Passport could not be cited as a precedent because there were no dissenting voices as in Hon. Kaikai’s case”. He also said “Tarawally’s withdrawal was not even on the Order Paper of the House”. He furthered that “the rules and regulations of the House are sacrosanct and that they should be followed religiously”.

On withdrawing his motion, Hon. Kaikai said among other things ,that he was standing on Standing Orders - 31 to withdraw the motion, which he graciously moved and commended NEC “for having done a fantastic job so far” for the conduct of the 2018 Elections. As the argument ensued, he said, he had abandoned S.O 31 and was now simply withdrawing the motion he had earlier moved.

Reacting, the Deputy Speaker of Parliament, Hon. Chernor R.M Bah called on the House to rescind the motion, using the appropriate rules and procedures of Parliament, saying that “it could not be withdrawn because there are dissenting voices”, whilst considering the motion as effectively before the House.

Therefore, the Instrument still remains laid before the House as it is expected to mature after a period of 21-Days. It was tabled in Parliament on Tuesday 19th September, 2017 by the Deputy Minister of Justice, John Arrow Bockarie.

The said Instrument is dealing with the following nomination fees proposed by the National Electoral Commission (NEC) for the 2018 Elections:
I. Village Headman – Le 250,000.00
II. Councillor – Le 500,000.00
III. Mayor/District Chairperson – Le 1, 500,000.00
IV. Parliamentarian – Le 3,000,000.00
V. President – 30,000,000.00
